论农村社会治安防控体系建设

摘　　要：农村社会治安防控体系是国家整体社会治安防范体系的有机组成部分。构建完备、有效的农村社会治安防控体系是稳定农村社会、促进农业发展,保障农民安居乐业的一项重要举措。农村社会治安防控体系的结构包括社会面治安防控网、重点行业防控网、重点人员防控网、乡镇和乡村防控网、单位内部防控网、信息网络防控网等六大部分。治安防控体系建设要在党委、政府的统一领导下进行,公安机关在其中起着不可替代的主导作用。要积极动员和组织农民参与防控体系建设。The rural social security prevention and control system is an integral part of the national social security prevention system. Building a complete and effective rural public security prevention and control system is an important measure to stabilize rural society, promote agricultural development, and ensure farmers live and work in peace. The structure of rural social security prevention and control system includes social security control network, key industry prevention and control network, key personnel prevention and control network, township and village prevention and control network, unit internal prevention and control network, information network prevention and control network and other six parts. The construction of the public security prevention and control system should be carried out under the unified leadership of the party committee and the government, and the public security organs play an irreplaceable leading role. It is necessary to actively mobilize and organize farmers to participate in the construction of prevention and control systems.
