论警察权威之弱化与重塑

摘　　要：警察权威以价值认可为基础条件,以指令实施为外在表现,以民众敬畏为最终归结点。其不断弱化的根本原因在于警察职责严重泛化,功能价值认同降低;权力运行不规范、警察形象认可度低;法律保障和强制力缺位,对抗权威追责力度不够;为民服务意识弱化,警民关系建设不足。欲重塑警察权威,应保证职能履行效益和社会公信力,强化警察价值权威;完善法律保护和警察强制力保障,构建警察法理权威;提高警察专业素质和使命意识,提升警察魅力权威。The police authority is based on the recognition of value, with the instruction implementation as the external expression, and with the public awe as the final node. The root cause of its weakening lies in the serious generalization of police duty and the reduction of functional value identification. Irregular power operation and low recognition of police image; Lack of legal safeguard and force, and lack of authority and accountability; The sense of serving the people is weakened, and the relationship between the police and the people is insufficient. In order to restore the police authority, we should guarantee the performance efficiency and social credibility, and strengthen the police value authority. We should improve legal protection and police force protection, and build police legal authority. We will improve the professional quality and sense of mission of the police and enhance the charming authority of the police.
