基于Delphi法的县域综合医改评估指标体系研究

摘　　要：[目的]利用科学的方法,结合四川省县域医改的实际情况,构建用于考核综合医改示范县建设成果的一套评估指标体系。[方法]利用Delphi法对初选指标的科学性和可操作性进行2轮打分,再利用界值法与组合权重法形成最终指标体系及权重,数据的录入与数据库的建立采用Excel,数据的统计分析使用SPSS 17.0。[结果]形成指标体系包括一级指标3个,二级指标9个,三级指标40个,共计52个指标。一级指标及其权重排序为医改工作性指标>基础性指标>医改综合性指标,其中权重最大的二级指标分别是财政投入、公立医院改革、医疗保障。[结论]该指标体系具有导向性和可操作性。Objective Build a set of evaluation index system for assessing the construction achievements of comprehensive medical reform by taking advantage of scientific methods which combine with actual situation at county level in Sichuan province.Methods It used Delphi method to grade twice to the scientificity and operability of primary indicators,and formed the final index system and weight based on boundary value and combinatorial weight method,the data entry and statistical analysis were performed by Excel and SPSS17.0.Results Formed total 52 indicator index system index system included 3 first grade indicators,9 secondary grade indicators and 40 grade indicators.The rank of first grade and its weight was that medical reform working indicator>fundamentality>comprehensive medical reform indicator,the maximal secondary grade indicator of weight was financial investment,public hospital reform and medical security.Conclusions The index system has guidance quality and operability.
