摘　　要：按比例分配社会劳动是人类社会经济活动的一般规律,也是马克思主义政治经济学揭示的以公有制为基础的社会主义经济运行发展的规律。这一规律基于马克思对未来社会的构想,但其实现形式既受制于一国的经济交往方式,也深受一国历史文化传统的影响。从毛泽东开始,历代党和国家领导人对此都进行了不懈的探索。随着中国特色社会主义进入新时代,以习近平同志为核心的党中央坚持马克思主义政治经济学的立场观点方法,基于中正仁和、天人合一的中国优秀传统文化的深厚学养,结合中国社会主义市场经济运行发展的实际,概括和总结中国特色社会主义经济运行发展特征,提出中国特色社会主义事业"五位一体"总体布局和"四个全面"战略布局以及"创新、协调、绿色、开放、共享"的新发展理念,充分体现了中国共产党对协调发展认识的不断深化,逐步形成了以经济结构协调与平衡为基调的国家调控经济的总体思路及政策方法,不断开拓当代马克思主义政治经济学的新境界,充分体现了中国经验、中国智慧,彰显了中国共产党的理论自信、道路自信、制度自信和文化自信。经济结构协调与平衡是新时代中国特色社会主义政治经济学的重大理论创新。The distribution of social labor according to proportion is a general law of human social and economic activities,and it is also the law of the public-ownership-based socialist economic function exposed by Karl Marx.This law is based on Marx's conception of the future society,but its implementation is enslaved by the economic communication of the country and also the historical background and tradition of the country.Starting from Mao Zedong,China's state larders,generation after generation,have made ceaseless exploration.With China's socialism entering a new era,the Central Government with Comrade Xi Jinping at the core,by sticking to the position,idea and methods of Marx's political economics,based on the Chinese tradition of moderation,justice,goodness and harmony and the harmony between man and nature,combining the actual condition with the performance of China's market economy,has summarized and generalized the features of performance and development of socialist economy with Chinese characteristics and proposed the"Five-Pronged Overall Plan"for developing socialism with Chinese characteristics and promoted the"four comprehensives"strategy and the new concept of development of innovation,coordination,greeness,opening-up and sharing.It fully embodies the CPC's gradual understanding of the coordinated development,and forms the general strategy and policy methods of economic regulation by the government based on the coordination and balance of the national economy.It has opened a new horizon for the Marxist political economics and embodied the Chinese experience and Chinese wisdom.It also embodies the theoretical confidence,path confidence,system confidence and cultural confidence of the CPC.The coordination and balance of the economic structure is the important theoretical innovation of building socialist political economics with Chinese characteristics in the new era.
