浙江省全民参保登记动态管理机制建设探索

摘　　要：浙江省从2014年起开始试点全面推进全民参保登记计划工作,并于2016年底建立全民参保登记动态管理机制。该机制在社会保障工作领域实现了科学制定扩面指标、合理调整养老金待遇、测算基金收支水平等目标,而且还可以和公安、法院、民政等平台的大数据进行交换比对,发挥"大数据"在社会管理和"最多跑一次"改革中的重要作用。Zhejiang started to pilot and comprehensively promote the national insurance registration plan from 2014,and set up a dynamic management mechanism of the national insurance registration at the end of 2016.In the fi eld of social security,the mechanism has achieved the goals of scientifi cally formulating expansion indicators,rationally adjusting pension benefi ts,and estimating the level of fund revenue and expenditure.It can also exchange and compare with the big data of public security,courts and civil aff airs platforms,and play an important role in social management and"No More than One Visit"reform.
