论中国养老保障制度与服务整合——基于“四力协调”的分析框架

摘　　要：养老保障体系既应该包括养老保障制度,也应该包括相关的养老服务体系。中国现行养老保障制度与服务的割裂和碎片化导致资源利用效果不佳。养老保障制度与服务的实际效果取决于资源配置力,这种配置力受到老年人自理状况所决定的需求力,收入状况所决定的承受力,满足状况所决定的获得力的影响。必须对现行养老保障制度与服务加以整合,通过准确把握和合理满足老年人养老保障与服务的需求力,增强老年人养老保障与服务的承受力,强化养老保障制度与服务资源的配置力,提升老年人养老保障与服务的获得力。进而提升老年人养老保障的获得感、幸福感、安全感。The old-age security should include the old-age security system and the related old-age service system. The separation and fragmentation of the current endowment security system and service in China lead to poor utilization of resources. The actual effect of the old-age security system and service depends on the resource disposition force,which is determined by the elderly’s self-care condition,the endurance of the income condition,and the effective influence that the situation decides. In order to improve the elderly old-age security,happiness and sense of security,it is necessary to integrate the existing old-age security system and service,to strengthen the capacity of old-age security and service,to strengthen the allocation of old-age security and service resources by accurately defining and grasping the demand of old-age security and service for the aged,and enhance the power of old-age security and service.
