晋西北根据地宗族村落减租不力的原因分析

摘　　要：减租是中国共产党在抗战时期为减轻农民负担,动员全民族抗战而采取的土地政策。减租政策在晋西北贯彻落实的初期遭遇阻力,一些宗族村落存在明减暗不减的现象。从生产力发展水平、聚族而居、血缘宗族文化等方面分析其产生的社会根源;从减租政策措施,领导减租工作的部分干部,地主阻挠破坏手段,佃户的思想认识等方面对其进行分析梳理,从客观社会原因和主观人为因素两个维度,揭示出减租政策在晋西北贯彻不力、效果不显的原因。Rent reduction is the land policy adopted by the Communist Party of China in order to ease the burden of peasants and mobilize the whole nation against the Anti-Japanese War.The rent reduction policy en?countered resistance in the early stage of implementation in Northwest Shanxi,and there existedthe phenome?non that some clan villagespretended to reduce.The article analyzes its social origin from the level of produc?tivity development,the settlement of the family and the culture of the consanguineous clans,and sorts out its reasons from the policies and measures of rent reduction,the cadres who led the work of rent reduction,the landlords’obstructive and destructive means,and the tenants’ideological understanding.From the two dimen?sions of objectivesocial reasons and subjective human factors,therefore,the article reveals the reasons for the weak implementation of the rent reduction policy in Northwest Shanxi.
