2009-2015年我国中医类医院卫生资源配置公平性分析

摘　　要：目的:分析国内2009-2015年中医药卫生资源配置的公平性。方法:运用描述性统计、泰尔指数对国内中医类医院卫生资源配置情况进行分析。结果:2015年底,中医类医院机构、卫生技术人员、执业(助理)医师、注册护士的泰尔指数分别比2009年下降了0.0 025、0.0 022、0.0 014、0.0 031,床位的泰尔指数则上升了0.0 001;2009-2015年东部地区各项指标的泰尔指数分布于0.0 063～0.0 405,中部地区各项指标的泰尔指数在0.0 027～0.0 374,西部地区在0.0 039～0.0 241;区域内泰尔指数贡献率最低为71.39%,高于区域间泰尔指数贡献率。结论:国内中医类医院卫生资源总量呈缓慢上升趋势,其卫生资源配置不公平性有所降低,中、西部地区配置公平性较好,东部地区略差;区域内配置差异问题不乐观。Objectives:To analyze the equity of health resources allocation in Traditional Chinese Medicine in TCM hospital from 2009 to 2015 in China.Methods:Description analysis,Theil index were used to analyze health resources allocation in TCM hospital.Results:In the end of 2015,the medical Theil index of TCM institutes,professionals,medical practitioners and registered nurses in TCM hospitals has decreased 0.0025,0.0022,0.0014,and 0.0031 respectively from 2009.Bed Theil index increased 0.0001.Theil index is among 0.0063~0.0405,0.0027~0.0374 and 0.0039~0.0241 in eastern,middle and western region respectively.The lowest contribution rate of Theil index within region is 71.39%,which is higher than among regions.Conclusions:The total health resources in TCM hospital in China have been smoothly increased and the inequity situation has been decreased.The situation of health resources allocation in middle and west region is more equity than east region.And there are significant gaps of health resources allocation in the same region.
