泰国渔业发展状况及中泰渔业合作潜力探讨

摘　　要：渔业合作是我国构建"一带一路"的战略举措,泰国是连通"一带"和"一路"的交汇点,在我国与东盟合作中有着重要的战略支点作用。泰国渔业产业格局由最初的以海洋捕捞业为主逐渐发展为水产养殖与捕捞并驾齐驱的态势。其国内渔业和水产养殖由渔业局(DOF)负责管理,渔业科技水平较高,渔业技术服务推广体系较为完善。现行渔业管理体制包括《渔业法案》和危害分析与关键控制点(HACCP)检验项目,对虾养殖须遵守《优质对虾生产行为守则》(CoC)及《良好水产养殖操作行为守则》(GAP)。根据中泰渔业发展趋势及发展需求,提出加强政府部门顶层设计、构建"项目-人才-平台-基地"科技合作模式及人才支撑体系及构建中泰渔业科技合作项目等建议,旨在为中泰渔业合作政策制定提供参考依据。Fisheries cooperation between China and ASEAN was the essential part for regional economic cooperation and strategic pattern of the Belt and the Road Initiative.Fisheries play a critical role on the national economic development of Thailand.As one of the top fisheries producing nations in Southeast Asia,Thailand contains boundary national fisheries resources.There are large numbers of administrative organizations and research institutions in Thailand as the servicers to promote the development of fisheries through both research and extension services.All the fisheries service agencies including marine capture fisheries and aquaculture are managed by the Department of Fisheries ( DOF),which is one of principal government agency with the authority and responsibility to provide professional technical support and schedule fisheries development programs.The Fisheries Act ( published in 1947)and Hazard Analysis Critical Control Point ( HACCP)in detection of aquatic product,Code of Conduct ( CoC)and Good Aquaculture Practice ( GAP)guidelines in shrimp culture should be strictly followed.In this paper,we briefly explored the fisheries potential for cooperation between China and Thailand by summarized the historical development and future trend of fishery in Thailand and propounded some suggestions such as strengthening top design of government,development of the model of project-personnel-forum-base,formation of fisheries cooperation project between two countries,and so on,which was expected to provide some theoretical references in policy formulation for fisheries cooperation.
