农业科研机构合同签署管理存在的问题及建议

摘　　要：在农业科研机构体制机制改革和依法治国战略部署实施背景下,文章以中国热带农业科学院为例,指出了农业科研机构的合同签署工作存在授权签署制度执行不佳、合同签署主体与履行主体不一致、合同审核人不明确等问题,经分析其产生的原因在于授权模式单一、科研项目中的合同签署管理制度缺失、横向管理责任不明,并提出了充分授权、体现真实合同主体、明确合同审签主线等加强农业科研机构合同签署工作的建议。Under the background of institutional reform of agricultural scientific research institutions and the implementation of the strategy of law-based governance,taking the Chinese Academy of Tropical Agricultural Sciences as an example,some problems in the contract signing of agricultural research institutions were pointed out,i.e.,the system of authorized signing was not well implemented,the subjects of signing and performing the contract were inconsistent,and the contract auditor was not clear.The reason laid in the single model of authorization,the lack of contract signing management system in scientific research projects,and the unclear responsibility of horizontal management.Countermeasures for strengthening contract signing in agricultural scientific research organizations were put forward,such as the proposal of full authorization,reflecting the real contract subject and defining the main line of contract review and signing.
