我国天然气体制改革对城市燃气企业影响分析及对策

摘　　要：随着我国天然气消费快速增长,油气改革制度进一步完善,对城市燃气企业在资源采购、储气能力建设、价格传导、应急保障制度建设等方面提出了更高的要求。本文阐述了我国天然气行业的发展现状及天然气体制改革的相关政策,分析了天然气体制改革对城市燃气企业经营的影响,并针对目前天然气体制改革的相关精神,从调整管理机构、加强政策宣传、制定合理的阶梯气价制度等方面,对城市燃气企业提出了相应的应对策略。With the rapid growth of natural gas consumption and further improvement of oil and gas system reform in China,urban gas enterprises are facing higher requirement in terms of resource procurement,gas storage capacity,price transmission,and emergency support function.Firstly,this paper expounded current status of China's natural gas industry and the related policies of natural gas system reform.Secondly,it analyzed the effects of the operation of urban gas enterprises on natural gas system reform.Finally,in light of requirements of natural gas system reform,it proposed solutions to urban gas enterprises,such as changing management,enhancing propaganda of policies of natural gas system reform and formulating reasonable ladder gas price system,etc.
