摘 要:依据2011-2015年高技术产业的有关数据,建立衡量高技术产业自主创新绩效水平的指标体系,采用"纵横向"拉开档次法,从投入与产出的角度出发,分析河南省高技术产业的发展现状及绩效水平,得到了河南省近年来高技术产业自主创新绩效水平及其综合值。结果表明:河南省2011—2015年高技术产业自主创新投入综合值排名第12,产出综合值排名第16,绩效综合值排名第21,在25个省(市、自治区)中比较落后;河南省高技术产业各分行业的自主创新投入存在不合理的现象,最大的创新投入得不到最高的绩效,资源也未发挥最大效益。Based on the data in 2011-2015 of high technology industry,through the establishment of index system which measures high technology industry’s independent innovation performance level,from the perspective of input and output,we use the evaluation method “Criss-crossing” to analyze the development present situation and the independent innovation performance level of high technology industry of henan province,and get the innovation performance of henan province high technology industry in recent years and its comprehensive value.Conclusion shows that from 2011 to 2015 the high technology industry autonomous innovation input comprehensive value in henan provincein ranks 12,the output performance comprehensive value ranks 16,and the innovation performance comprehensive value ranks 21,which is backward among 25 provinces (municipalities and autonomous regions).There is an unreasonable phenomenon in the independent innovation investment of each branch of high-tech industry in Henan Province,the biggest innovation input can not get the highest performance,and the resources do not exert the maximum benefit.
