新时代东北资源型城市转型发展的民生法治向度

摘　　要：目前在东北地区36个地级城市中资源型城市超过三分之一。而如何促进资源型城市转型发展,也是新时代东北全面振兴和全方位振兴的难点与重点之一。东北资源型城市要实现成功转型发展,不仅需要经济结构转型保障,更需要民生法治向度的支持与引领。民生法治向度下的东北资源型城市转型发展是全面依法治国在东北发展中的具体体现,内含着东北民生保障和东北市场文化、权利文化、法治文化、互联网经济形态的重构,可以从法学层面加深和丰富学术界对于资源型城市转型路径的认识。将东北资源型转型发展纳入民生法治向度和视野,意味着新时代东北资源型城市转型发展进入了一个新的历史阶段。At present,there are more than one third resource-based prefecture cities out of a total of 36 in northeast China.How to promote the transformation and development of resource-based cities is one of the difficulties and emphases in the comprehensive and all-round revitalization of the Northeast in the New Era.In order to achieve the successful transformation and development,it is necessary not only to guarantee the transformation of economic structure,but also to support and lead the conception of people's livelihood nomocracy.It is the concrete embodiment of the development of rule by law in northeast China;it not only contains the guarantee of people's livelihood,but also the reconstruction of the northeast market culture,right culture,culture of nomocracy,and the Internet economic form;it can better the academic understanding of the transformation path of the resourced-based cities on the legal level.Integrating the transformation and development of northeast resources into the conception of people's livelihood nomocracy means the transformation and development of resource-based cities in northeast China has entered a new historical stage.
