摘 要:矿产资源"三率"作为绿色矿山建设评价体系中的具体指标,对于矿业领域提质增效具有重要意义。从易考量、易操作的角度,基于绿色矿山基本条件,对"三率"水平的替代指标进行研究。将开展伴生资源和尾矿资源综合利用产生的经济、社会、生态等方面的16项具体效益进行了分析,与绿色矿山基本条件九大要素26项具体指标进行对比分析,发现"开展伴生资源、尾矿资源综合利用"在资源综合利用、科技创新、节能减排、环境保护、企业示范等方面产生的综合效益与绿色矿山基本条件一致,并以中铝广西分公司平果铝土矿的绿色矿山建设过程中伴生镓资源与赤泥的综合利用产生的综合效益为例进行了验证分析。研究结果表明,将"开展共伴生资源和尾矿资源的综合利用"作为"三率"指标的替代指标,可以对绿色矿山质量进行快速评价,建议将其作为重要指标纳入绿色矿山评价指标体系。The three-rates is the specific indicator in the evaluation system of green mine construction,it is of great significance of quality and efficiency improvement in mining industry.Based on the basic conditions of green mine,the substitution index of three-rate level is studied from the perspective of simple inspection and simple operation.16 specific benefits of economic,social and ecological environment produced by the comprehensive utilization of associated resources and tailings resources are analyzed,and comparative analysis of above specific benefits and 26 specific indicators of 9 key elements of the basic conditions of green mine is done.The results show that comprehensive benefits produced by comprehensive utilization of resources,scientific and technological innovation,energy conservation and emission reduction,environmental protection and enterprise demonstration by conducting comprehensive utilization of associated resources and tailings resources.Taking Pingguo Bauxite Mine of Guagnxi Branch of Aluminum Corporation of China Limited as the study example,the comprehensive benefits produced by the comprehensive utilization of associated gallium resources and red mud is analyzed.The results show that taking the comprehensive utilization of co-associated resources and tailings resources as the substitution index can help for the rapid evaluation of green mine quality,therefore,it is suggested that it can be regarded as important indicator and included in green mine evaluation system.
