经济欠发达地区政府购买公共体育服务政策执行的阻滞因素分析——以辽宁省为例

摘　　要：以公共政策执行理论为视角,运用文献资料法、问卷调查法和访谈法等,以辽宁省为例,剖析经济欠发达地区政府购买公共体育服务政策执行的阻滞因素。研究发现,辽宁省政府购买公共体育服务开始较晚,承接主体单一,购买内容多为赛事活动及场地设施,购买资金有限,竞争购买方式运用不足,监督机制欠缺。研究认为政府购买公共体育服务政策执行的阻滞因素包括:政策本身模糊不清,缺乏配套性;执行机构间协调不畅,执行人员思维固化;承接主体发育程度低,与行政机构间存在依附关系;行政体制僵化,经济和信息环境落后。针对上述阻滞因素提出促进辽宁省政府购买公共体育服务政策执行的对策建议。From the perspective of public policy implementation theory,taking Liaoning province as an example,using literature review,questionnaire survey and interviews,the authors analyze the factors hindering policy implementation of the government purchasing public sports services in economic less developed areas.The study finds that:Liaoning provincial government began to purchase public sports services late;the main body of undertaking is single;the purchase content is mostly sports activities and sports facilities;the purchase funds are limited;the use of competitive buying mode is inadequate;the supervision mechanism is insufficient.The results show that there are some factors hindering the policy implementation of the government purchasing public sports services.They are as follows:the ambiguity of the policy itself and lack of supporting policies;poor coordination among executive agencies and solidification of the thinking of executives;the low development level of the undertaking subjects and dependency relationship with the administrative organs;rigid administrative system and backward economy and information environment.The paper also puts forward some countermeasures and suggestions to promote the policy implementation of government purchasing public sports services of Liaoning province.
