摘　　要："大众创业、万众创新"是中国新常态下经济发展的"双引擎"之一。基于经济第一强省广东省的研究背景,以"双创"发展现状与运行状况为研究对象,就"双创"问题结合广东省省情,对于如何构建科学有效的广东创新创业发展体系提出要素设计。Mass entrepreneurship and innovation is one of the two driving force of China’s economic development under the“new normal”.Taking Guangdong Province-the country’s largest provincial economy-as the research background,the paper selects the developmental models and run mechanisms of mass entrepreneurship and innovation as the research object,to explore on this issue in the new normal of China’s economy.The research puts forward how to construct a scientific and effective Guangdong development system of mass entrepreneurship and innovation.
