汕头经济转型升级与提质增效研究——基于2013年汕头市第三次全国经济普查资料及最新数据的分析

摘　　要：根据《2013汕头市第三次全国经济普查简明资料》,结合最新的经济统计数据,从经济稳定、结构优化、产业升级、质量效率、创新驱动、环境保护等方面构建汕头经济发展综合评价体系,采用模糊层次分析法对指标进行筛选,利用熵值法计算汕头经济转型升级与提质增效的评价指数,对汕头的经济运行情况进行实证分析。结果显示:结构优化和创新驱动是推动汕头经济转型升级与提质增效的主要动力;八大传统优势产业是优化经济结构、推动转型升级的关键;第三产业总体水平稍显落后;企业的盈利能力和发展水平不高;科技成果的转化率有待提高等。According to“The Concise Information of the Third National Economic Census,Shantou,2013”and the latest economic statistics,this paper constructs a comprehensive evaluation system of Shantou’s economic development in terms of economic stability,structural optimization,industrial upgrading,quality and efficiency,innovative drive and environmental protection.It sifts the indexes through the fuzzy analytic hierarchy process(AHP),calculates the evaluation index of economic upgrading and quality & efficiency improvement through entropy,and does an empirical analysis of Shantou’s economic operation.It concludes that structural optimization and innovation drive are major stimuli for the economic upgrading and for the improvement of quality and efficiency,that the eight traditional advantageous industries are the key for the optimization of economic structure and for the promotion of economic upgrading,that the tertiary industry is underdeveloped,the profitability of enterprises is weak and the conversion rate of scientific and technological achievements is low.
