新时代国家高端智库建设的“六性”问题

摘　　要：[目的/意义]历史在前进,时代在发展,新时代国家高端智库建设是一个崭新的命题。中国特色新型智库是党和政府科学民主依法决策的重要支撑。相关研究既有指导理念的问题,又有开展实践的问题;既有共性的问题,又有个别的问题;既有外部条件的问题,又有内部组织的问题。[方法 /过程]本文从管理实践中提炼出新时代国家高端智库建设必须牢牢抓住方向性、战略性、原创性、科学性、综合性、开放性6个主要特征,并自觉应用于智库运行和维护的全过程,一定会有所前进、有所提高、有所创新。其中,方向性是其他五性的重要前提,原创性是其他五性的必然结果。[结果 /结论 ]中国在新时代国家高端智库建设中,宏观层面要处理好方向性和战略性的统一,中观层面要处理好科学性和综合性的统一,微观层面要处理好原创性和开放性的统一。这是我们对新时代国家高端智库建设和发展规律的一次初步探讨。[Purpose/significance]The construction of high-level think tanks in the new era is a brand-new proposition.The new type of think tank with Chinese characteristics is an important support for the party and government to make decisions according to law.The think tank research is not only on the guidance,but also on practice;not only on the generality,but on the individuality;not only on the external conditions,but on the internal organization.[Method/process]From the management practice,the paper extracts six principles of the high-level think tanks construction:directionality,strategy,originality,scientificity,comprehensiveness and openness.It will be helpful to increase,improve,and innovate the high-level think tank through the entire process of the operation and maintenance.Also,the directionality is the important premise,and the originality is the inevitable result.[Result/conclusion]In the construction of national high-level think tanks,we must deal with the unity of directionality and strategy at the macro level,scientificity and comprehensiveness at the medium level,and originality and openness at the micro level.This is a preliminary discussion on the construction and development of national high-level think tanks in the new era.
