摘 要:预算管理及成本控制是在铁路线路大修项目实施中赢得效益最大化的最重要的管理手段之一,依据中国铁路总公司大修管理办法规定,结合过往类似项目案例中存在的诸多问题,包括设计预算未充分体现技术标准变化、设计费用标准与财务规定不相符、预算取费项目与施工组织及作业方式不对应、实际存在的设计预算费用范围与部控定额不衔接等,本文主要以线路大修项目预算管理和成本控制为主线,结合以往成功与失败的经验和教训,列举事实分析和应用项目成本控制的主要方法,取得了较好的实际效果。Budget management and cost control is one of the most important management methods to maximize the benefits in the implementation of railway line overhaul projects.According to the regulations of the China Railway Corporation overhaul management method,combined with many problems in the past similar project cases,such as,the design budget does not fully reflect the changes in technical standards,the design cost standards are not consistent with the financial regulations,the budget fee collection items do not correspond to the construction organization and operation methods,the actual design budget expense ranges are not connected with the department control quotas,and so on,the budget management and cost control of the overhaul project is taken as the main line of this paper,and combining the experience and lessons of past successes and failures,the main methods of fact analysis and application project cost control are listed,and good practical results have been achieved.
