摘　　要：改革开放以来,中国参与全球价值链分工的比较优势基础已发生巨变,传统的低端劳动力资源正在枯竭,高技术人才等新兴资源优势正在形成,这要求中国推动传统的"数量驱动型"开放型经济发展模式向"质量引领型"升级。高质量开放型经济发展的内涵包括三个层面:一是发展的速度目标以"稳"为基;二是发展的质量目标向国际一流看齐;三是发展的重点领域由出口和利用外资向进口和对外投资拓展。为实现上述目标,中国需要从多角度联合施策,为高质量开放型经济发展奠定基础。在开放型经济发展制度设计上,要坚守全球自由贸易秩序,积极推动新一轮的高水平对外开放;在载体建设上,要顺应全面开放新格局大势,稳步推进开放型经济载体建设升级;在微观企业转型升级上,要立足高质量发展环境营造,下大力气为企业转型升级降低成本。Since the reform and opening-up, the relative advantage basis of China’s participation in global value chain has changed tremendously. The traditional low-end labor resource is drying up, while the high-tech talents advantage is rapidly accumulating, which requires China to change its open economic development model from quantity-driving to quality-leading. The connotation of high-quality open economic development includes three aspects: firstly, the goal of development speed should be kept steady; secondly, the goal of development quality should be kept in line with world class standards; thirdly, the key areas of open economic development should be expanded to import and OFDI. To achieve these goals, China needs to jointly implement policies from multiple perspectives to lay the foundation for high-quality open economic development. First of all, in the matter of policy system design, China should stick to the global free trade order and steadily upgrade its opening-up policy. Secondly, in the field of opening-up economic development zone management, China should keep up with the new trend of globalization and steadily upgrade its opening-up policies of the economic development zones. Finally, as to the upgrading of micro enterprises, China should take great efforts to reduce its firm’s costs and create more favorable conditions for the high-quality upgrading of micro enterprises.
