摘  要:长江经济带作为流域经济,涉及主体众多、利益复杂,生态环境治理面临着较大的难度。传统的科层型治理、市场型治理、自治型治理机制都无法为长江经济带生态环境治理问题提供较好的解决方案。在综合三种治理机制基础上,提出建立网络化治理机制,以整合多元主体力量,推进协作共治。为此,要完善多层治理的责权利分配机制,着力矫正地方政府行为偏差;强化区际伙伴治理,健全多元化、市场化生态补偿机制;深化多元主体合作伙伴关系,探索多元主体间伙伴治理的组织形式和运行机制。As watershed economy, Yangtze River Economic Belt involves many subjects and complex economic benefits, which results in the fact that its ecological governance is faced with disorienting problems. The traditional stratigraphic government governance, market governance and self-governance mechanism cannot provide a good solution for the ecological governance of Yangtze Economic Belt. Based on these three kinds of governance mechanism, the author puts forward the establishment of network governance mechanism to integrate the power of multiple subjects and promote its coordinated governance. Therefore, it is necessary to improve the responsibility allocation mechanism of multi-layer government governance and to correct the behavior deviation of local governments; to strengthen inter-regional, inter-governmental partner governance and improve the inter-regional ecological compensation mechanism; to deepen the multi-subject partnership and explore the organizational form and implementation mechanism of multi-subject partnership governance.
