摘 要:就关于某船舶油水分离器的典型PSC滞留案例展开分析。通过对MARPOL公约MEPC.60 (33)决议和MEPC.107 (49)决议的相关内容做比较,探讨并论证了在上述两种决议规范要求下,PSCO开具该滞留缺陷的合规性与否。总结认为,应以适用当时的公约、法规来分析问题、解决问题,从而在保证船舶安全和防止船舶造成海洋污染的前提下,避免对船舶经营者造成经济损失。A typical case of PSC detention of a ship’s oil-water separator was presented.The relevant contents of Resolution MEPC.60(33)and MEPC.107(49)of MARPOL Convention were compared.The validity of detention deficiency issued by PSCO was studied and verified in accordance with the two different regulations.It was concluded that all the issues should be analyzed and solved by applying the conventions and regulations of the time,so as to avoid operators’economic loss on the premise of ensuring ship’s safety and preventing ship’s marine pollution.
