摘　　要：为评价深圳市自城市更新单元制度建立以来"三旧"改造的实施效果,在收集了2010年以来全部已立项的459个"三旧"改造项目信息的基础上,提出了一种基于GOOGLE EARTH和实地调研相结合的判定项目实施状态的技术方法,通过数理统计和对比分析对深圳市自城市更新单元制度建立以来"三旧"改造的实施效果进行分析评价。研究结果表明,城市更新单元制度相比过去阶段政府主导型的制度安排更有利于"三旧"改造项目的实施。不同类型项目在产权主体、土地类型、现状容积率以及政府规划等方面存在差异,使得旧工业区项目实施率最高,旧城区项目次之,城中村项目最低。已实施项目更新改造后的用地类型以商住用地为主,工业用地为辅。In order to evaluate the implementation effects of the "Three Old" transformation since the establishment of the urban renewal unit system in Shenzhen, this research collected 459 urban renewal unit projects that have been approved since 2010. A technical method to determine the project implementation status was then proposed based on Google Earth and a field investigation. The implementation effects of the "Three Old" transformation were evaluated through mathematical statistics and comparative analysis. The results show that the current urban renewal unit system is more conducive to the implementation of the "Three Old" transformation projects than those government-oriented systems and arrangements in the past. Different types of projects have different characteristics in aspects of property rights, land types, current floor area ratios, and governmental planning, which leads to the highest implementation rate in old industrial area projects, followed by that of old town area projects and urban village projects. Most of the implemented projects, after they are reformed and updated, are for commercial purposes, with a small portion for industrial purposes.
