摘　　要：人力资本对经济增长的贡献远高于其他资本,对人力资源进行有效投资,才能使其转化为人力资本。林业人力资本在林业发展中的地位和作用最为重要。从黑龙江森工系统人力资本现状入手,分析人力资本管理存在的问题,从人力资本投资视角,提出人力资本开发策略,建立人力资本投资制度,实现森工系统人力资源管理向人力资本管理的转化。Human capital contributes much more to economic growth than other capital. Effective investment in human resources can turn it into human capital. The position and role of forestry human capital in forestry development is of the utmost importance. Starting from the current situation of human capital in Heilongjiang Forest Engineering System, this paper analyzes the problems existing in human capital management. From the perspective of human capital investment, it proposes human capital development strategy, establishes human capital investment system, and realizes the transformation of human resources management of human resources system into human capital management.
