摘　　要：非公有制林业是指非公有制经济主体从事的林业生产经营活动的总和,包括个体林业、私营林业、外资林业,以及中外合资、中外合作、股份合作制林业中的非公有部份。发展非公有制林业,是国家为实现林业跨越式发展而出台的一项重大举措。通过对慈利县非公有制林业现状分析,指出了发展非公有制林业中存在的主要问题,提出了相应的解决问题的建议。Non-public ownership forestry refers to the sum of forestry production and management activities undertaken by non-public economic entities, including individual forestry, private forestry, foreign forestry, and non-public parts of Sino-foreign joint ventures, Sino-foreign cooperation, and joint-stock cooperative forestry. The development of non-public ownership forestry is a major initiative of the state to achieve the leap-forward development of forestry. Through the analysis of the status of non-public forestry in Cili County, the main problems in the development of non-public forestry are pointed out. And then it puts forward corresponding suggestions for solving the problems.
