摘　　要：本标准自发布实施以来已有数年。这期间,随着一系列与竣工环境保护验收工作相关的法规、标准颁布实施,环境保护工作由注重事前审批向加强事中事后监督管理的转变。为适应国家环境保护管理体制和审批制度改革,需要对本规范进行修订。本文以国内相关法规、标准以及实施过程中出现的新情况为研究对象,通过对新情况、新问题进行研究与分析,为本标准修订提供依据。This standard has been in existence for several years since its implementation.During this period,with a series of laws and standards related to the acceptance of environmental protection projects completed and implemented,the environmental protection work shifts from focusing on prior approval to strengthening supervision during and after the event.In order to adapt to the reform of the national environmental protection management system and approval system,this specification needs to be revised.This article takes the domestic relevant laws and regulations,standards and new situations that appear in the implementation process as the research object.Through the research and analysis of new situations and new problems,it provides the basis for the revision of this standard.
