摘　　要：战后以来形成的冲绳基地问题的核心特征是,冲绳归还日本后冲绳美军基地的性质由"占领式"转为"租借式";日美冲三方博弈的基本政治构架没有发生本质变化,冲绳与日本本土之间存在结构性差别。2014年底翁长雄志当选冲绳县知事以来,摆出了与中央政府对抗到底的姿态。2017年至2018年底是新一届冲绳县知事选举前的最关键时期,尽管翁长雄志方面非常努力,但县内主要市长选举接连失利,"全岛一致"的舆论神话似乎被打破。然而,翁长的病逝,反而起到了凝集人心的作用,使边野古基地搬迁反对派的前自由党众议院议员玉城丹尼打败自民党、公民党、维新党和希望党共同推荐的侯选人佐喜真淳,成功当选冲绳县知事。从总的形势看,由于中央政府支持派纷纷担任冲绳县内主要市的市长,自卫队在冲绳的防卫力量建设和边野古基地建设的步伐有可能加快。The key characteristic of Okinawa base issue in the post-war era is the shift from the“occupation”to“lease”as for the nature of U.S.military bases in Okinawa.None of substantial fundamental change has taken place in terms of the political structure involving Japan,U.S.and Okinawa,with the structural difference between Japan and Okinawa.Since Onaga Takesi became the governor of Okinawa by the end of 2014,he had showed an attitude of standing up against Japan’s central Government.Even though Onaka made great efforts,he suffered a setback while mayor candidates who were against U.S.military base in Okinawa failed in the elections of major cities in Okinawa.However,Onaga’s death of an illness has played a role in rallying the opposition against Japan’s central government,helping in the governor election the mayor candidate and former Liberal Party member Tamaki Deni defeating Sakima Atsusi who was recommended by the LDP.Considering supporters for Japan’s central government become mayors of major cities in Okinawa,the military buildup of JSDL in Okinawa and the construction of new U.S base in Henoko may be accelerated,putting pressure on the security of China’s surrounding areas.
