海上丝绸之路拓展的中俄合作方向与机制研究

摘　　要：21世纪海上丝绸之路是"一带一路"倡议中提出的自中国东南沿海出发经太平洋、印度洋海上通道,将东南亚、南亚、西亚及非洲、欧洲连接起来的经济带。如此构想既有历史渊源,也有现实基础。建设21世纪海上丝绸之路不仅要寻求与沿线国家更紧密的经贸合作,而且要为构建新的全球经济秩序探索有效方案。在这样的背景下,21世纪海上丝绸之路是一条开放之路,是一条可以不断拓展之路。作为拓展21世纪海上丝绸之路的重要选择就是向北与北极航道相对接。这是北极航道随气候变化而越来越成为现实的趋势下,为21世纪海上丝绸之路提供的一个重要拓展方向。在实现21世纪海上丝绸之路与北极航道对接中,中俄两国的合作至关重要。建立在中俄全面战略合作伙伴关系的基础上,中俄两国应在北极航道开发上探寻更多的合作领域,并构建实现合作的有效机制,这应该成为中俄合作的新着力点。The 21st Century Maritime Silk Road refers to the ocean passage,which starts from the southeast coast of China,runs through the Pacific Ocean and the Indian Ocean,and means the economic belt connecting Southeast Asia,South Asia,West Asia,Africa and Europe.Such a conception has both historical origin and realistic basis.In order to build the 21st century maritime Silk Road,we should not only seek closer economic and trade cooperation with the countries along the passage,but also explore effective solutions for building a new global economic order.In this background,the 21st century Maritime Silk Road represents an open road and a gateway deserving continuous expansion.As an important choice for expanding the Road in the 21st century,it is to connect with the Arctic waterway to the north.This hints an important development direction for the Road with climate changes,under the trend of Arctic waterway becoming more and more realistic.In realizing the mating of the Maritime Silk Road with the Arctic Channel in the 21st century,the cooperation between China and Russia is of vital importance.Based on the comprehensive strategic partnership between the two countries,they should explore more fields for cooperative development of the Arctic waterway and build an effective mechanism to achieve such a cooperation,which should become the key to the Sino-Russian cooperation.
