关中城市群城际铁路运营管理模式研究

摘　　要：关中城市群是我国西部大开发的新引擎,是连接南北、承东启西的战略要地,城际铁路是城市群内城际客运系统的骨干。在阐述关中城市群城际铁路及其运营特点的基础上,结合其他城市群城际铁路管理现状,从经济性、客流量、人员管理等方面对委托代管和自管自营2种运营管理模式进行比选,得到关中城市群城际铁路运营管理模式为委托代管,满足预留自管自营条件,对关中城市群城际铁路运营管理模式的决策及其他城市群城际铁路运营管理模式的研究具有一定的借鉴意义。Guanzhong urban agglomeration is a new engine for the development of the western region of China and a strategically point which connects the north with the south as well as the east with the west.The intercity railway is the most important passenger transportation within the urban agglomeration.On the basis of expounding the inter-city railway of Guanzhong urban agglomeration and its operational characteristics,combined with the status quo of inter-city railway management of other urban agglomerations,this paper compares entrusted management and selfmanagement selected from the aspects of economy,passenger flow and personnel management,and also proposes that the inter-city railway operation and management of Guanzhong urban agglomeration were entrusted and kept self-management conditions in reserve.It has a certain reference significance for the decision-making of the inter-city railway operation management mode of Guanzhong urban agglomeration and the research of the inter-city railway operation management mode of other urban agglomeration.
