摘  要:科技创新是实现社会进步和国家富强的重要战略。我国持续的科技投入和不断提高的创新质量带来了一些产业的突破和超越,但仍然存在工业投入差距大、创新集中在消费端以及创新生态系统不完善等问题。本文借鉴美、日、英等国在核心技术培育上的管理模式,结合我国创新实际,提出两重并行的创新系统:顶层部署,集中高精尖实现核心技术攻关;完善现有创新生态系统,增强系统协同和共生,激活全社会创新活力。The innovation of S&T is a vital strategy for achieving social progress and country prosperity.Continuous R&D investment and continuously improved innovation quality have brought breakthroughs and sur passes in some industries.However,there still exist problems,such as huge industrial input gaps,too much con centration at the consumer end,and the incomplete innovation ecosystem.Learning from the management mode of core technology cultivation in USA,Japan,and UK,combing the reality of innovation in our country,the pa per proposed two parallel innovation systems,one is top-level deployment to achieve core technologies concen trating on the high points,and the other is improvement of existing innovation ecosystems,to enhance system co ordination and symbiosis and activate the creativity of the whole society.
