农村贫困人口医疗救助对象精准识别及对策探讨

摘　　要：农村医疗救助制度是农村医疗卫生保障工作的重要组成部分,对于缓解农村贫困人口就医难,实现病有所医具有重要意义。医疗救助工作的前提是对救助对象的精准识别。对救助对象的精准识别在医疗救助制度工作中虽已取得了一定成效,但由于医疗救助对象识别依据的错综复杂,甄别存在很大困难。本文通过对农村贫困人口医疗救助对象识别依据进行系统分析,提出救助目标的确定应以多种识别依据并举,拓宽识别途径,提高救助的实际效果,实现公平、公正的医疗救助,让医疗救助真正惠及需要帮助的"贫病的农村人"。The rural medical assistance system is an important part of the rural medical and health protection work,which is of great significance to alleviate the medical difficulties of the rural poor people and realize the medical treatment.The premise of medical assistance is the accurate identification of salvage objects.The accurate recognition of the object of assistance has achieved certain achievements in the medical assistance system,but there is a very difficult problem for the identification of the object of assistance because of the complexity of the identification basis of the medical assistance objects.Through the systematic analysis of the identification basis of the medical assistance objects for the rural poor,this paper puts forward that the determination of the salvage target should be combined with various identification basis,widening the identification way,and thus improving the actual effect of the medical assistance in rural poverty,realizing a fair and impartial medical rescue system,so that the medical aid can be truly benefited to help the poor rural people.
