摘　　要：非常规突发事件应急管理组织体系是应急管理体系的重要组成部分,科学合理的非常规突发事件应急管理组织体系能够有效提高应急管理的效率和效果。运用系统工程理论和组织设计理论,构建"基于协同思想"的中国非常规突发事件应急管理组织体系,能够解决中国非常规突发事件应急管理中的组织不畅问题,提升中央政府和地方政府、地方政府与地方政府、地方政府与军队之间的协同应急救援效率。Unconventional emergency management system is a major part of emergency management system.A reasonable and organized unconventional emergency management system can effectively improve the efficiency and result of emergency management system.By applying system engineering and organizational design theories,this journal also constructs a reasonable Chinese unconventional emergency management system based on the philosophy of coordination and the analysis of the rationality about solving unconventional emergency using normal emergency management.The major findings from this journal can help improve the efficiency of emergency rescue coordination and corporation among the Chinese central government,the local governments and the armies.
