溢油分散剂使用相关制度研究

摘　　要：从溢油分散剂优点和缺点出发,本文总结并讨论了溢油分散剂批准使用中需要重视的相关法律、行政法规、行政规章、规范性文件。同时,根据实际应用情况以及相关标准,对使用分散剂的流程、溢油分散剂喷洒装置、分散剂喷洒方法、分散剂的储存、包装、回收处理等方法进行了讨论,以利于溢油应急队伍合法合规使用溢油分散剂。The relevant laws,administrative regulations,rules and code of conduct which based on the advantages and disadvantages of chemicaldispersant,are discussed.At the same time,Based on the practical application of dispersant and its related standards,the process of spraying dispersants,the process of operating oilspilldispersants spraying device,the storage method,packaging,recycling and other methods are elaborated in this paper in order to help oil spill emergency team spraying chemical dispersants with no legal impediment.
