休闲农业效率特征及演化分析——以长三角地区为例

摘　　要：以长三角地区39个全国休闲农业与乡村旅游示范县为样本,构建休闲农业效率的投入与产出指标体系,借助DEA模型与Malmqiust指数法,利用2013—2016年数据探讨其休闲农业效率特征、变动态势、空间格局及演化。结果表明:(1)示范县休闲农业综合效率水平较高,区域差异显著,受纯技术效率影响较大,规模效率水平高于纯技术效率。(2)示范县休闲农业全要素生产率呈下降态势,受技术进步不足制约较大,技术效率提升明显。(3)苏南、浙北及浙东3个区域示范县休闲农业综合效率较高,上海、苏中及皖南地区的效率提升态势明显。(4)休闲农业效率演化一般呈现出要素投入、管理改善及技术创新3个阶段,2016年大部分示范县处于技术创新阶段。针对不同类型的示范县分别提出了增加投入、集约化发展、改善内部经营管理、技术模仿与学习及品牌创新等效率提升策略。Taking 39 national level leisure agriculture and rural tourism demonstration counties of the Yangtze River Delta as samples,building the input and output index system of efficiency of leisure agriculture and using the DEA model and Malmquist index method with the data from 2013 to 2016,the characteristics,change situation,spatial pattern and evolution stage of efficiency of the leisure agriculture of demonstration counties were deeply discussed.The results showed that:(1)The comprehensive efficiency of demonstration counties was high and its regional difference was significant,which was affected deeply by the pure technical efficiency,and the level of scale efficiency was higher than pure technical efficiency;(2)The total factor productivity of leisure agriculture in the demonstration counties showed a downward trend,which was restricted by the lack of technological progress,and the technical efficiency improved obviously;(3)The comprehensive efficiency of leisure agriculture of demonstration counties in southern Jiangsu,northern Zhejiang and eastern Zhejiang was high,and in Shanghai,middle Jiangsu and southern Anhui,the efficiency change of leisure agriculture of demonstration counties showed the enhancing trend;(4)The evolution of leisure agriculture efficiency presented three stages:factor input,management improvement and technological innovation.In 2016,most of demonstration counties were in the stage of technological innovation.In light of different types of demonstration counties,the paper proposed measurements enhancing the efficiency including increasing input scale,improving intensive development level,improving internal management as well as technology imitation and learning and brand innovation.
