摘　　要：James A.Chalfant教授是美国加州大学学术评议会前主席,近期作者就加州大学内部治理对James A.Chalfant教授进行了专访。他分析了加州大学共同治理模式及学术评议会的组织和运行机制,认为共同治理既是权力共享,也是责任共担,谁的权力更大并不重要;合作与信任是共同治理的基本理念,致力于让一切更好是共同治理的核心价值。就决策和议事程序来说,共同治理不是一个日常管理体系,而是一个注重长远而非即时性利益的审慎结构。这一结构虽然不利于做出快速应对,但对长期的问题却能做出更好的决策,有利于加州大学长远健康发展。共同治理不是完美模式,也面临诸多问题与挑战,需要不断探索与完善。Prof.James A.Chalfant is the former chair of UC Academic Senate in the USA.Recently,the authors had an exclusive interview with him on the internal governance of UC.He analyzes the organizational system and operating mechanism of UC's shared governance and academic senate.He maintains that shared governance is a model of not only power sharing but also shared responsibility,so it doesn’t matter who enjoys more power.Cooperation and trust are the basic ideas of shared governance,and working to make everything better is its core value.For decision-making and discussion procedures,shared governance is not a system of day-to-day management,but a prudent structure focusing on long-term rather than immediate benefits.Although it’s not conducive to rapid response,it can make better decisions on long-term problems which will benefit long-term healthy development of UC.Shared governance is not a perfect model,and also faces many problems and challenges,which requires constant exploration and improvement.
