摘  要:冰上丝绸之路是"一带一路"倡议的延伸,是一条穿越北冰洋,联通北美、西欧和东亚三大经济中心的海运航道,建设意义重大。从资源、港口、资金、技术、气候、实践等多方面考察,两国共建冰上丝绸之路具有很大的可行性。建设冰上丝绸之路,要在"点、线、面"上共同发力,在选择支点港口、打造黄金水道及激发腹地经济潜力等方面下功夫,实现港口建设、航道开发及项目实施的协调发展,将冰上丝绸之路打造成远东地区开发与东北地区振兴的"桥梁",成为欧亚大陆商贸联系的"纽带"。The Supraglacial Silk Road is an extension of "The Belt and Road". It is an ocean shipping lane which crosses the Arctic Ocean and connects the three major economic centers of North America, Western Europe and East Asia. Its construction is of great significance. From the perspectives of resources, ports, capital, technology, climate, and practice, it is very feasible for the two countries to build the Supraglacial Silk Road. The construction of the Supraglacial Silk Road needs to work together on the "points, lines and sides". Meanwhile we must focus on realizing the coordinated development of port construction, waterway development and project implementation. In this case, to make the Supraglacial Silk Road become a bridge between the development of the far east area and the revitalization of the northeast region, and become the "bond" for the trade links between the Eurasian continents.
