中国文化产业政策的有效性:政策类型与区域差异的交互视角

摘　　要：为促进文化产业发展,中央和各级地方政府颁布了大量文化产业政策,但其有效性尚未可知。文化产业政策按干预方式和制定层级可分为直接干预型、中央政府间接引导型和地方政府间接引导型三类。基于中国省级面板数据的实证分析结果显示,直接干预型文化产业政策有效,而间接引导型文化产业政策的有效性存在区域差异;间接引导型文化产业政策在东部地区有效,而在中西部地区往往失效;从政策效果看,中央政府间接引导型文化产业政策的实施效果弱于地方政府间接引导型文化产业政策。因此,地方政府要积极创新直接干预型政策工具,因地制宜地制定差异化的文化产业政策;中央政府制定政策时要完善央地共治机制,提高政策有效性。In order to promote the development of cultural industry,the central and local governments have issued a large number of cultural industry policies,and the effectiveness of which is still unknown.According to policy making level and intervention method,cultural industry policies can be classified into 3 types.They are direct intervention policies,indirect guidance policies issued by the central government and indirect guidance policies issued by the local governments.According to the study based on Chinese provincial panel data,the direct intervention policies of cultural industry is effective,while the indirect guidance policies of cultural industry are of regional difference in the effectiveness.The indirect guidance policies significantly promote the development of cultural industry in the east region,but do not work in the middle and west region.Besides the effectiveness of indirect guidance policies issued by the central government are weaker than those issued by the local governments.The findings suggest that local governments should actively innovate direct intervention policy implementation tools and formulate differentiated cultural industry policies in accordance with local conditions.The central government should perfect the mechanism of the central and local co-governance so as to improve the policy effectiveness.
