乡村工业绿色发展的地区差异与利益困厄——基于污染红利分割视角

摘　　要：绿色发展是乡村振兴战略实施的引领性原则。利用2002-2011年中国30个省区市的工业行业与乡镇工业行业统计数据,本文分析了乡村工业绿色发展的总体趋势与地区差异,并立足于污染红利分割格局视角,从理论和事实层面解读制约乡村工业绿色发展的利益困厄。研究发现,中国乡村工业总体呈现绿色化发展趋势,但区域间差异巨大,东部地区乡村工业绿色发展态势显著优于中西部地区;在中西部地区,乡村污染红利分割三角平衡格局的固化加剧了当地经济发展对重度污染密集型行业的依赖;在东部地区,乡村污染红利分割格局的失衡反而促进了当地乡村工业的绿色发展。实施城乡一体化的环境保护政策与产业优化战略,提升乡村环境经济价值,增强乡村绿色产业发展优势,赋予乡村居民更多的环保参与和决策权,构建新型的绿色收益分享格局,将是推动乡村工业全面绿色发展的有力措施。Green development is the guiding principle of the implementation of the Rural Revitalization Strategy.Using the statistic data of industrial and township industrial sectors on 30 provinces and autonomous regions in China from 2002 to 2011,this paper analyzed the overall trends and regional differences of the green development in rural industries,and discussed the role that pollution dividends sharing pattern was playing on the regional disparity among green developments of rural industrial based on the theory of rent dissipation.We find that,at the whole country level,China's rural industry is developing in the direction of cleanliness,but the regional difference was huge.In the eastern region,the rural industrial green development is significantly better than the counterparts of central and western regions.Whereas,a solidified triangle balance of rural pollution dividend sharing pattern in the central and western regions is aggravating the dependence of local economy on heavily pollution-intensive industries,the imbalance of the rural pollution dividend sharing pattern in the eastern region is promoting the green development of local rural industry.Powerful ways to achieve the comprehensive green development of rural industry are to break the triangle balance of rural pollution dividend sharing pattern,and to build a new pattern of the green revenue sharing.
