县域乡村振兴规划编制研究——以杨陵区为例

摘　　要：从十九大提出实施乡村振兴战略到国家《乡村振兴战略规划(2018—2022年)》出台,我国乡村发展与建设被提到了前所未有的高度。但对于乡村而言,不同行政层面的乡村发展建设管控内涵均不相同。文章基于我国行政管理体系特质,解析不同行政管理层面乡村振兴战略规划编制特征,提出以落地实施的物质空间规划为抓手,配合政策保障和体制机制改革,共同助推国家战略在县域层面的落地实施。并以陕西省咸阳市杨陵区乡村振兴规划为例,通过构建杨陵三农现代化发展空间平台及其支撑体系和实施保障机制,以及分期分级分类且建设主体明确的项目库等推动规划实施。同时,规划提出物质空间规划与政策文本相结合的成果表达形式,助推乡村振兴工作的有效、有序展开。From the implementation of the rural revitalization strategy by the 19th National Congress to the promulgation of the National Rural Revitalization Strategic Plan,China's rural development and construction has been mentioned at an unprecedented height.But for rural areas,the connotation of rural development and construction management and control at different administrative levels are different.Based on the characteristics of China's administrative system,this paper analyses the Compilation Characteristics of the strategic planning for Rural Revitalization at different administrative levels,and puts forward that the implementable material space planning combine with the policies related to the development of"agriculture,rural areas and farmers"and other aspects of strategic guidance to build the local rural revitalization planning content system and that optimization of the coordination mechanism of local government departments as the key to implemente the national strategy at the county level.Then,taking the Strategic Implementation Plan for Rural Revitalization of Yangling District as an example.Through constructing the platform of Yangling Agricultural,Rural and Peasant Modernization Development Space and its supporting system and implementation guarantee mechanism,as well as a staged classification project database which defined the main body of construction to promote the implementation of the planning.At the same time,the plan proposes the expression form of Combination of Material Space Planning and"Policy Text"to promote the effective and orderly development of rural revitalization work.
