“国际旅游岛”背景下三亚生态城市建设的SWOT分析及对策

摘　　要：指出了生态城市是城市发展的高级阶段,是实现自然生态、经济和社会等系统有机统一的城市发展新模式。基于SWOT分析法,从环境、区位、资源、人才、经济、政策等角度对三亚生态城市建设过程中自身的优势、劣势以及外部的机遇和挑战进行了系统分析。结果表明:三亚拥有非常优质的环境,但近年来遭到一定程度的破坏;独特的地理位置是发展的一把双刃剑;利好政策虽然不断出台,但高端人才短缺却成为发展的瓶颈。在此基础上提出了相应的发展思路与对策,即引进人才、完善环境管理制度和加强基础设施建设,以期为三亚市生态城市建设提供参考。Eco-city is an advanced stage of urban development and a new pattern to realize organic unity of nature, economy and society. In the view of environment, location, resources, talents, economy and policy, strengths, weaknesses, opportunities and threats of Sanya, its process of eco-city construction are analyzed based on SWOT-analytic method. The results showed that Sanya has excellent environment, which has been destroyed to some extent in recent years. Special geography of Sanya is a double-edged sword for development. Although favorable policies have been delivered repeatedly, the shortage of top talents proves to be a bottleneck of development. Based on that, some ideas and countermeasures were put forwarded accordingly: introducing qualified personnel, perfecting environmental management system and strengthening infrastructure, in the hope of providing reference for eco-city construction of Sanya.
