我国化妆品功效宣称监管浅析

摘　　要：阐述了我国化妆品功效宣称监管的必要性,介绍了世界上主要化妆品发达国家对于化妆品功效宣称监管的方法,综述了我国化妆品功效宣称监管的历史和现状,并对我国关于化妆品的功效宣称监管进行了展望,提出监管方要不断完善法律法规,权威部门要及时发布相关评价指南,企业要积极落实主体责任,通过构建化妆品功效宣称评价信息平台,使化妆品生产者、监管者、消费者对于化妆品的功效宣称评价信息能够多方互动,最终形成共同监督的监管模式。The necessity for the regulation of cosmetic efficacy declaration in China has been pointed out.The methods of supervision for cosmetic efficacy declaration in major developed countries in the world have been introduced.The history and the current status of supervision for cosmetic efficacy declaration in China have been summarized.The prospect of supervision for cosmetic efficacy declaration in China has also been put forward.We suggest that regulators need to constantly improve relevant laws;authoritative departments need to issue evaluation guidelines timely;enterprises need to implement the principal responsibility actively;finally,an information platform of evaluation should be established for cosmetic efficacy declaration so that the cosmetic producers,regulators and consumers are able to communicate with each other,which leads to a mode of joint supervision.
