社区责任与治理意识——经济精英型社区自治逻辑探析

摘　　要：社会转型背景下城市社区形态各异,社区自治面临诸多困难与挑战。居民社区责任和治理意识是社区自治的要义与内在要求,在经济精英型社区的自治实践中,社区责任感和治理意识得以强化、体现;社区责任感因社区参与及邻里互动不足而无意识的消解,观念中的治理会因没有参与载体、搭便车、自治能力不强、政府置身事外等在行动中变异失效。加强社区参与、建构社会资本、培养社区责任、提高自治能力、完善制度平台是推动社区自治的可行路径。Urban community forms vary greatly during social transformation,bringing about difficulties and challenges for community autonomy.Community responsibility and governance consciousness are the essentials and inherent requirements of community autonomy.Both community responsibility and governance consciousness can be strengthened and embodied through autonomy practice in economic elite communities.The community responsibility sense is unconsciously eliminated due to inadequate community participation and neighborhood interaction.Ineffectively realized governance principle often results from participation carrier absence,hitchhiking,poor autonomy,and government indifference.Feasible routes to promote community autonomy can be achieved by strengthening community participation,social capital construction,community responsibility construction,autonomy enhancement and system platform perfection.
