摘　　要：基于政策文本分析方法对当前我国地方政府效能评价的实践发展脉络、阶段特征、当前状态进行全面梳理和深入分析。纵向来看,我国地方政府效能评价实践经历了四个阶段:地方自主出台政策阶段、地方政策扩散阶段、中央推动、地方响应阶段和全面发展阶段;横向来看,省份之间存在较大的政策数量差异。文章重点通过政策文本内容分析呈现我国地方政府效能评价价值取向、评价内容、评价主体、评价方法和评价结果运用的当前实施状态,尽管与最初阶段相比有较大的发展,但是与当前国家治理现代化的需求相比还存在一些不足需要进一步改进。It presents the development process,the phase characteristics,the current status of the local government efficacy evaluation in China through the policy text analysis in 31 provinces.Longitudinally,the local government efficacy evaluation experienced four stages:Local government initial policy stage,local government policy diffusion stage,central government promotion and local government response stage,and the comprehensive development stage.From the horizontal point of view,there are large gaps in numbers between different provinces.This article focus on the present status of the value orientation,subjects,contents,methods and results application of the local government efficacy evaluation,which reveals that the current status of the local government efficacy evaluation has a great development compared with the initial stage,however,there are still need further improvement when it refers to the needs of governance modernization.
