摘　　要：目的:针对国内医疗器械的采购现状及特点,探讨竞争性磋商采购方式在大型综合医院医疗器械采购中的优势,以及具体实施方式。方法:分析竞争性磋商采购的有关规定和程序,从编制磋商文件及磋商文件发售、征集供应商、磋商文件的澄清或修改、成立磋商小组、磋商与响应文件评审等方面,结合医疗器械在采购工作中的实践,评估其采用竞争性磋商采购方式的可行性以及规范化流程。结果:医疗器械采用竞争性磋商采购,在采购流程、供应商来源、专家抽取以及评审方式等方面均有一定优势。结论:医疗机构采用竞争性磋商的采购方式,在技术复杂、竞争性不强等为特点的医疗器械设备货物采购中,具有较高的可操作性和适用性。Objective:To explore the advantages of competitive negotiation in the procurement of medical instruments of large comprehensive hospitals and the specific implementation modes in view of the current procurement situation and characteristics of domestic medical instruments.Methods:The relevant provisions and procedures of competitive negotiation procurement were analyzed.The feasibility and standardized process of adopting competitive negotiation procurement method for medical instruments were evaluated in terms of preparation and sale of negotiation documents,collection of suppliers,clarification or modification of negotiation documents,establishment of negotiation groups,review of negotiation and response documents and so on,and combining with the practice of medical instrument in procurement work.Results:For medical instrument procurement,competitive negotiation procurement method has certain advantages in procurement process,sources of supplier,choosing expert,review method and so on.Conclusion:Medical units adopt competitive negotiation procurement method has higher operability and applicability in the procurement of medical instrument and equipment goods with complex technique and low competitiveness.
