摘　　要：文章针对在《环境保护税法》施行的背景下,如何采用量化税收方法实现区域生态平衡展开研究。研究采用自主构建分析框架和分析方法的方式进行,首先提出了区域生态平衡博弈三原则,并在此基础上论证了区域生态平衡博弈框架与博弈结果。接下来,通过仿真实证分析和从企业侧展开的实证分析,对理论分析结果进行了明确。由此,为区域生态平衡提出了从生态立法、生态监管、生态保护为主的三条实施建议。This paper studies how to realize regional ecological balance by means of quantitative taxation under the background of Environmental Protection Tax Law of the People’s Republic of China.The sketch and the method in this paper are built by authors.Three principles are put forward at the first part,and a balance game sketch about regional ecology is also showed.At the second part,from simulation and empirical analyzing,the results which are come from theoretical analyzing are confirmed.Based on the above research results,three suggestions about regional ecology balance are put forward.The suggestions include ecological legislation,ecological supervision and ecological protection.
