实践视角下企业境外建设项目档案管理的对策与建议

摘　　要：境外建设项目档案是中国境外企业解决国际纠纷争端、维护自身合法权益的法律凭证,是促进企业提质增效、合规控制不可或缺的基础性工具,是确保企业科学决策、国有资产保值增值的知识资产。论文基于境外档案管理理论和调研数据,指出实践视角下企业境外建设项目档案管理的重点与难点在于如何建立权责明确、管控有力的档案管理机构,全系统、成体系的档案管理制度,档案移交国内的关键节点与移交范围,统一的档案管理平台,并据此提出企业境外建设项目档案管理七大对策与建议。The overseas construction projects archives are legal certificate for foreign enterprises of China to resolve international disputes and safeguard their legitimate rights and interests.They are essential tools to promote quality improvement and compliance control,scientific decision-making and state-owned assets.They are also precious value assets that preserve and increase corporate assets’value.Based on the theory and research data of overseas archives management,the paper points out that the key and difficult of the management of overseas construction projects archives from the perspective of practice lie in how to establish a clear and effective archives management organization with clear powers and responsibilities,a system-wide archives management system,key nodes and scope of archives transfer in China,and a unified archives management platform.Based on this,seven countermeasures and suggestions for archives management of enterprises'overseas construction projects are put forward.
