摘　　要："一带一路"实践先行的创新伙伴建设,是新时代推动"一带一路"合作的重要内容和重大部署,我们要从构建全球创新网络、推动中外人才成果双向流动、实现国内产业转型升级和沿线国家共赢发展的高度给予重视。要进一步突出企业在"一带一路"创新伙伴建设中的主体核心地位,聚焦"一带一路"创新伙伴建设的重点任务,充分估量和管控创新合作中面对的各种风险,突出和强化"一带一路"创新伙伴的科学外交,更加注重知识产权合作与保护,充分发挥科技创新在"一带一路"建设中的支撑引领作用,持续提升沿线国家合作的质量和水平,为解决人类共同面临的种种挑战、构建人类命运共同体提供中国智慧和中国方案。The strategy of“One Belt,One Road”with practice first should emphasize the construction of innovative partners,which is the main content and also the important deployment in the new era for the promotion of“One Belt,One Road”.We should attach high importance to this process from the high level of three aspects:constructing global innovative network,pushing on the circulation of talents and achievements in dual ways between China and overseas,and realizing the transformation and upgrade of national industries and the win-win development of the countries along the line.It is necessary to further emphasize the enterprises’subject core position in the construction of innovative partners in the strategy of“One Belt,One Road”,focus on the key task in the process,and fully estimate and manage all kinds of risks in the innovative cooperation.Moreover,we should carry on and strengthen scientific diplomacy,pay more attention to the cooperation and protection of intellectual property right,and give full play to the supporting and leading function of scientific and technological innovation in the construction of“One Belt,One Road”.Thus we can also improve continuously the quality and level of the cooperation between China and the countries along the line.Chinese wisdom and Chinese plan may be provided to solve various challenges that all the human beings face in common,and to construct the human destiny community.
