开发区创新转型整体水平测度

摘　　要：从地方开发区创新转型的内涵入手,在分析产业集群、创新投入、创新产出、创新环境四个方面在开发区创新转型中作用的基础上,构建了地方开发区创新转型的综合评价指标体系,结合TOPSIS和灰色关联模型,采用正理想解和负理想解的双基准模式,构建了地方开发区创新转型的评价模型,以相对贴近度指标测度了开发区创新转型的整体水平,并以以重庆市开发区为例进行了实证研究。结果显示:重庆市开发区创新转型的整体水平较低,存在着区域性分布失衡、开发区级别分化明显、产业集群支撑作用不足、投入产出效率较低等问题。认为分类指导开发区创新转型、优化产业集群规模结构、打造创新服务平台等是推动我国地方开发区创新转型的有效途径。Starting from the connotation of innovation transformation in local development zones,this essay constructs a comprehensive evaluation index system of the innovation transformation for local development zones based on the analysis of the four aspects of industrial cluster,innovation input,innovation output and innovation environment in the transformation and development of local development zones.By combining of TOPSIS and Grey Correlation Model and using Double Reference Model the positive ideal solution and negative ideall solution,this essay constructs the evaluation model of innovation and transformation of local development zones with using relatively close to measure the degree of innovation and transformation of development zones.The results show that the overall level of innovation transformation in Chongqing Development Zones is relatively low,and there are some problems such as unbalanced regional distribution,obvious differentiation of development zones,insufficient support from industrial clusters,low input and output efficiency.Classifying and guiding the innovation transformation of the development zones,optimizing the scale structure of the industrial clusters,and creating innovative service platforms become effective ways to promote the innovation transformation of local development zones in our country.
