摘 要:长期以来,我国以公共就业、社会保障、基本医疗卫生、义务教育和基本公共文化服务为代表的基本公共服务是城乡分治的。在城乡二元结构下,公共资源投向重城轻乡,城乡基本公共服务差异显著。为了改变这种局面,在短期内应调整省以下政府间事权以及与事权相适应的支出责任,赋予省级及以下政府更多自主权,提高城乡统筹层次,以便公共资源向农村和接纳农业转移人口较多的城镇倾斜;而在长期则应打破城乡二元结构,最终实现城乡基本公共服务均等化。In the long term, China provided its public employment, social security, basic medial and healthcare, mandatory education and basis public culture service based on its urban-rural dual structure. Under the structure, the service provided preferred to the urban at the price of the rural and there is big difference in the basic public service supported to these two areas. To change the trend, it's necessary to adjust the duty separation among the governments under province level and build the appropriate expenditure responsibility to the duty in the short term, empower more discretion to these governments, increase the integration level between urban and rural to facilitate the public resource inflow into the agriculture industry and the township which accommodates more population transformed from the agriculture industry. In the long term, it's necessary to break the urban and rural dual structure and realize the equalization of basic public service between the urban and rural area.
