摘  要:在互联网经济迅猛发展的背景下,跨境电商作为"互联网+贸易+智能制造"的新业态,对内事关供给侧结构性改革,对外则是落实"一带一路"倡议的重要抓手。基于哈肯的协同理论构建跨境电商产业竞争力模型并初步设计评价指标体系,运用Delphi法论证指标体系的科学性,借助AHP法计算各级指标权重,并将论证后的评价指标体系试用于上海、杭州、深圳、广州、苏州的跨境电商产业竞争力评价比较中,精准解析跨境电商发展区域差距,为提升跨境电商产业竞争力水平、构筑跨境电商产业生态圈、推进传统外贸转型升级、助推区域经济发展提供参考。Under the background of rapid development of Internet economy,the cross-border electronic commerce is an important performance of“Internet+Trade+Intelligent Manufacturing”,which is not only related to the supply side structural reform,but also an important starting point to implement the“the Belt and Road”initiative.The research constructed the evaluation model and index system of cross-border electronic commerce based on collaborative theory by Haken.Then it demonstrated the scientificity of index system by Delphi,calculated the index weight by AHP.Subsequently,it applied the evolution index system(6 first level indexes,14 level two indexes,38 level three indexes)to comparatively evaluate among Shanghai,Hangzhou,Shenzhen,Guangzhou,Suzhou,which can accurate the regional gap,to provide reference for improving the competitiveness of cross-border e-commerce industry,constructing a cross-border e-commerce industrial ecosystem,promoting the transformation and upgrading of traditional foreign trade,and boosting regional economic development.
